Definition

Intermolecular attractions between the oppositely charged ends of polar molecules, stronger than London dispersion forces.

They sit between London dispersion forces and hydrogen bonding in strength among the intermolecular cohesion forces. They arise from the permanent charge separation in polar molecules. In water, hydrogen bonding is a specialized and stronger case of this kind of attraction.
