Phosphate Sludge Conditioning
Definition
The reaction of phosphate treatment with residual hardness to form a soft, non-adherent sludge instead of hard adherent scale. It converts trace hardness into removable solids.
In the Perfect Storm case the boiler samples appeared milky-white, consistent with phosphate reacting with hardness to form soft, non-adherent sludge that can be blown down rather than baking onto the tubes. This is a protective response, though it could not fully prevent calcium carbonate deposition given the extreme hardness load. It is a backstop, not a substitute for working pretreatment.
