Definition

The approach of treating biological control as a problem of shelter, access, surfaces, and design rather than a chemistry problem to be solved with biocides alone.

Treating biology as a chemistry problem is why biocide programs disappoint; treating it as a systems problem controls shelter, maintains access, manages surfaces, and uses chemistry as one tool among several. Legionella outbreaks are systems failures, not chemistry failures. The goal is not eradication but containment, ensuring biology organizes itself no faster than we disrupt it.
