Definition

The core principle that biology is not difficult to kill but difficult to reach, because shelter blocks treatments from the surfaces that matter.

Once biofilm exists, oxidants are consumed before they penetrate, non-oxidizers face dormancy, and even heat fails to reach sheltered zones. The limiting factor for biocides is access, not potency, so killing microbes is easy while removing their shelter is not. As long as biological infrastructure remains intact, no chemical or thermal biocide produces lasting control on its own.
